3rd PROVINCE-WIDE News Writing Competition Official Contestants, Mechanics and Criteria




The PRE-REGISTRATION period for the 3rd PROVINCE-WIDE News Writing Competition has been closed as of 4:30 PM today, February 13, 2014. Only those who pre-registered shall be allowed in the contest.

3rd  PROVINCE-WIDE INTER-HIGH SCHOOL
NEWS WRITING COMPETITION

Rationale
Through this competition, the University of Negros Occidental-Recoletos  illustrates its  commitment to impart the Augustine Recollect style of education which seeks to develop the person integrally.

Objectives
This news writing competition aims to: 

1. Provide opportunities for the development of skills and talents among high school students in the area  of communication particularly in journalism;

2. Provide the young writers of the province a venue to express themselves and apply their skills; 

3. Promote the values of truthfulness and integrity through accurate and responsible journalism; and,   

4. Enable the faculty and students of the English and Mass Communications Department to contribute to national development by sharing their knowledge and expertise to high school students in the province.

CONTEST RULES AND MECHANICS

GENERAL RULE:  This competition shall be governed by the following house rules and mechanics which shall be strictly implemented.

1.    QUALIFICATIONS OF CONTESTANTS

1.1    The  contest is open to all students of public and private high schools in Negros Occidental. Winners and non-winners in previous news writing contests are qualified to join.
1.2    Only two (2) contestants are allowed to represent each school. 
1.3    The contest is limited to only 60 slots (20 for Bacolod City, 20 for Southern Negros, and 20 for Northern Negros).  Only the first 20 registrants from each area are qualified. However,  should the number of registrants from an area be less than 20 at the end of the pre-registration period, the available slots  are to be filled in with registrants from other areas.
1.4    Only pre-registered participants shall be qualified to the contest.
1.5   The contestants should be endorsed by the principal of the school where they are  
        enrolled. No-Endorsement-No-Entry-To-The-Contest Policy shall be strictly enforced.

2.    REGISTRATION AND ORIENTATION

2.1.    Contestants should pre-register during prescribed dates and attend the orientation before the contest proper.  
2.2.     Contestants should register between 7:30-8:30AM only at the UNO-R High School Activity and Cultural Center (HSACC). Late registrants shall no longer be entertained. Late registration is also a ground for disqualification.
2.3.        Contestants are required to present their school ID and the endorsement letter from the principal of the school where they are enrolled. They are likewise required to come in their school uniform.
2.4.        Registration is free.

3.    CONTEST PROPER

3.1.        The contest proper shall be conducted at the same venue.
3.2.        Contest proper shall be held right after the workshop.
3.3.        The procedure shall be as follows: Contestants shall be given a fact sheet containing the list of details upon which to base the straight news they should write. They shall be given the last instructions. Then, the bell shall be rung to signal the start of the competition. After 30 minutes, the warning bell shall be rung to signal the last 15 minutes. After another 15 minutes, the final bell shall be rung to signal the end of the contest. Contestants shall be instructed to turn in their entries.
3.4.        News writing shall be limited to 45 minutes only. All contestants should turn in their entries at the final bell. Failure to submit at the final bell shall be a ground for disqualification.
3.5.        Contestants shall not be allowed to leave the contest area nor confer with any person in any manner within the contest hour, except with the facilitators.

4.    THE CONTEST PIECE / ENTRY

4.1.        Contestants are required to write a straight news story, complete with the headline based on the details provided in the fact sheet.
4.2.        The straight news story must be written in English, strictly applying the techniques and rules in Journalism that they have learned from the workshop.
4.3.        An entry must not be too short nor too long.
4.4.        Every entry shall be identified only by its number. Thus, contestants should not write any identification marks such as name or any other symbol. Any violation to this rule shall be a ground for disqualification.

5.    ATTENDANCE

5.1.    Each participant should attend the workshop and the orientation to qualify for the contest.  
5.2.        Punctuality is a must.

6.    WORKSHOP KIT

6.1.        The organizers may or may not provide the writing paper and lecture notes.
6.2.        Thus, the participants should bring their own pencils, ballpens, and erasers.
 
7.    ADVISERS/COACHES

7.1.   Contestants may have a coach or an adviser.
7.2.   However, the coaches and advisers are prohibited from coaching and conferring with the
        contestants during the contest period.
7.3.  They may attend or observe the workshop, but should leave the contest area at the start of the contest proper.

8.    IDENTIFICATION MARKS 

8.1.         The contestants should write only their articles on their entry paper.  No other marks should be written on their entry. 
8.2.         Any contestant who writes any identification mark/s on the paper shall be disqualified.

9.    CRITERIA. The criteria for judging shall be as follows:

9.1.    Accuracy and Brevity ------------------------------------------------------------25%

(Sentence construction, proper use of words, and structure)

10.  DETERMINATION OF WINNERS

10.1.      Evaluation of the entries shall be done right after the news writing.  
10.2.   Entries shall be evaluated and rated according to the given criteria by a set of  competent judges who are all practicing journalists.
10.3.      Ranking system shall be used to determine the winners.
10.4.      The top five (5) ranking contestants shall be declared the winners.
10.5.     In case of a tie, the decision of the Chairperson of the Board of Judges shall prevail.
10.6.      The decision of the Board of Judges is final and non-appealable.

11.  PRIZES
11.1.  Prizes shall include cash and certificates.
11.2.      Cash prizes shall be as follows:  First Place – Php 2,000.00; Second Place–
           Php 1,500.00; Third Place – Php 1,000.00; Fourth Place – 700.00; and Fifth
Place – 500.00

12.  PUBLICATION OF RESULT AND AWARDING OF WINNERS
12.1.      Winners shall be announced and shall be awarded during the Awarding Ceremony on the same day.
12.2.     Certificates shall also be awarded to all participants and their coaches during the Awarding  Ceremony.
