DEBATE RULES AND GUIDELINES
 
1.    The debate shall follow the Oxford-Oregon Debate Format.

2.    Each set of debate must be composed of two teams, one is for the affirmative side and the other one is for the negative side.

3.    Each team must be composed of Three (3) speakers and Two (2) researchers. The affirmative side shall have the following speakers:
a.    Necessity Speaker
b.    Beneficiality Speaker
c.    Practicality Speaker
d.    Rebuttalist Speaker (either of the 3 Speakers)

4.    On the other hand, the negative side shall also have the following speakers:
a.    Non-Necessity Speaker
b.    Non-Beneficiality Speaker
c.    Non-Practicality Speaker
d.    Rebuttalist Speaker (either of the 3 Speakers)

5.    Team members should be a bona fide student of the University who is enrolled with at least 18 units for the current semester. For the High School team, team members must be officially enrolled in his/her Junior or Senior year for A.Y 2013-2014.

6.    The official list of debaters should be submitted to the contest committee not later than January 8,2014. (Contact no. : 0949-7917-013). A representative is also requested to be at the meeting, 4:00pm at the DSA Office for the drawing of lots for the matches.

7.    The debate proper will be opened by a five-minute speech of the first speaker (necessity speaker) of the affirmative side. On the fourth minute of the speech, the timer will ring the bell once; and twice at the end of the fifth minute.

8.    After the speech delivery of the first affirmative speaker, the first negative speaker (non-necessity speaker) will be given three minutes for the interpellation. The bell will be rung once on the last minute of the interpellation and twice at the end of the third minute.

9.    Thereafter the interpellation, the first negative speaker will then deliver his/her speech for five minutes, which will also be followed by a three-minute interpellation of the first affirmative speaker.

10.  The same rules apply for the second and third speakers of both teams.

11.  After the interpellation of the third affirmative speaker, the rebuttalist of the negative side will be given three minutes to prepare for his five-minute rebuttal speech and shall be followed by the affirmative rebuttalist.

12.  One team will be chosen as the Best Debating Team for each debating round. During the final debate round, only one from among the speakers of both teams will be chosen as the Best Speaker, and another as the Best Debater.

13.  There will be four sets of debate during the Elimination Round. The four winning teams will move up to compete in the two sets of debate in the Semi-Finals, to determine the two finalists who will compete for the Championship.

14.   Use of foul and vulgar language is prohibited, and will be grounds for disqualification.

15.  For the purpose of the general public’s comprehension, the medium of communication shall be 70% English and 30% Hiligaynon.

16.  In case of a tie, the Chairman of the Board of Judges shall break the tie and determine the winning team.

17.  The decision of the Board of Judges is final.
